Transmission owners
Transmission
High-voltage lines carry power across Alberta from generators to the substations around the city. Nothing on this side of the diagram is work for an electrician you hire; if you see a downed line of any kind, stay back and call 911.

Utility
Substation
Substations step transmission voltage down to distribution voltage and feed the lines that run along Calgary’s streets and lanes. Outages that start here are restored by the utility.

ENMAX Power
Distribution feeder
ENMAX Power owns and operates the distribution system inside Calgary: the overhead and underground feeders that reach every block. Your retailer sends the bill; ENMAX Power moves the electricity.
ENMAX Power
Service transformer
The pole-top or pad-mounted transformer steps the voltage down for the buildings it serves. When a service is added or enlarged, ENMAX invests a set amount toward the new load: for 2026 that is $3,168 per residential service1, and the customer pays the actual connection cost above it. Residential services of 400 A or larger must supply their own service cables1.

Utility meter · owner’s base
Meter & meter base
The revenue meter is the utility’s. The meter base it plugs into is part of the building’s service, and a homeowner permit cannot be used to install or alter it2. ENMAX does not charge to temporarily disconnect a site3; reconnecting afterwards is $166 an hour3, and a meter upgrade is $128 an hour for single phase3.
Owner · contractor permit
Main breaker & panel
From the main breaker inward the equipment is the owner’s. Changing the main panel, the main breaker or the service needs a contractor’s permit2, priced at $112 plus $9.79 per $1,000 of job value plus the Safety Codes Council fee4.

Branch circuits
Every circuit from the panel to the lights, outlets, heat, EV charger and appliances. A homeowner may wire their own home under a $116.50 homeowner permit4, but not EV charging, solar, battery storage or air conditioning, which need a contractor2.
