Panel and service upgrade cost in Calgary

CCT 01What a panel or service upgrade includes

Most Calgary homes have the same chain of equipment, and a quote should say which parts of it are being replaced:

• The service drop or underground lateral. ENMAX's wires to the house.
• The mast or service entrance and the meter socket. The customer must provide, own and install a CSA-approved meter socket.¹
• The meter. ENMAX's property. ENMAX restricts electrical contractors from handling meters and cutting secondary supply connections.²
• The service conductors, main breaker and panel.
• The branch circuits. Every one has to be reconnected, and some may need work before they can be.

A panel swap on an adequate service involves no ENMAX work beyond a disconnect and reconnect. A service upgrade involves ENMAX's equipment, and its charges follow a tariff formula.

Homeowner permits do not cover this work. Calgary homeowners may not install, alter or modify the main service, including the main panel, main breaker or meter base.³ Every service upgrade is a contractor job on a contractor permit. Many upgrades are driven by electrification. NRCan says a 200 A service is normally required for an all-electric air-source or ground-source heat pump.⁴ Before you pay for an upgrade, check whether you need one with the load calculator and the 100 A vs 200 A guide.

CCT 02The cost stack, part by part

A service upgrade price is the sum of the lines below. The utility and permit lines have official figures. The contractor lines do not, because no public body publishes them. Their size depends on the house.

The permit is a small line. On a hypothetical job value of $15,000, the published formula gives $264.72. At $5,000 it gives $165.45. The permit fees page shows the arithmetic. These values were chosen for the arithmetic and are not typical prices.

CCT 03What ENMAX charges, and what the $3,168 means

The utility sequence for an upgrade works like this:

1. The electrician takes out the permit.
2. The electrician submits ENMAX's temporary disconnect/reconnect request. This is the request used for replacing, rewiring or upgrading a main panel, meter socket or mast.⁸ ENMAX needs at least 3 business days' notice.⁸
3. ENMAX disconnects, and the new equipment goes in.
4. Before ENMAX reconnects, it may need the permit number plus a completed inspection, or an emailed authorization from City electrical inspections.⁸

When ENMAX has to change its own facilities, for example a bigger service drop or a new underground lateral, the customer pays according to a formula: (A − B) + C − D + E + F.⁹ In plain terms, the customer pays:

• the cost of removing the old facilities, less their salvage value
• plus the cost of installing the new ones
• less ENMAX's investment in the new load
• plus 20% prepaid operation and maintenance on any optional facilities, and any other costs.

In 2026, ENMAX invests $3,168 per residential service toward new load, and the customer contributes the actual connection cost above that.⁷ That $3,168 is a credit against ENMAX's side of the job. It is not what an upgrade costs, and it does not reduce the contractor's price. For a residential underground feeder upgrade, ENMAX's investment is $159 per linear metre.⁷

ENMAX gives a written estimate showing the cost, its investment and your contribution. Where the estimated cost is over $25,000, the estimate is broken down by component.⁹ Ask the contractor whether the quote includes this contribution or leaves it to you. CCT 04Above 200 A: CT metering, 400 A and plans

Bigger services bring rules that add cost before any wire is pulled:

• Over 200 A, ENMAX requires a current-transformer (CT) request form and a CT meter installation checklist.¹⁰ CT metering means extra equipment and coordination.
• New single-family construction over 200 A needs its own electrical permit and inspection in Calgary.²
• At 400 A or more, the customer must supply their own service cables.⁷ Cable that ENMAX would otherwise provide becomes a line in your quote.
• At 600 A and above, Calgary requires plans and drawings for new construction or service upgrades.²

No official source publishes a price for a 400 A residential service. Treat any single figure you see online as one company's number.

CCT 05What moves a panel upgrade quote

Two houses with the same panel can get very different quotes. These are the usual reasons:

• Overhead or underground service. An underground lateral that has to be replaced means trenching and locates, and ENMAX's side follows the formula above.
• The mast and meter base. A mast that is too short or damaged, or a meter base that has to move, adds exterior work and stucco or siding repair.
• Distance from the meter to the panel. Alberta recommended practice limits unfused service conductors inside a building to 3 m.¹¹ A panel far from the meter may need a relocation or an outside disconnect.
• Access. A panel in a finished basement, behind cabinets or in a tight closet takes longer, and the drywall repair is extra.
• What the old circuits reveal. Aluminum branch wiring, ungrounded circuits or damaged cable found during reconnection have to be dealt with. Modifying an installation can bring parts of it under current code.¹² See the aluminum wiring guide.
• Grounding and bonding. Older homes may need new grounding electrodes or bonding to water and gas piping.
• Timing. ENMAX charges $352.00 an hour for work outside weekday hours.⁶ Calgary's January design temperature is −30 °C.¹³ An upgrade in a cold snap means planning the hours without heat.
• Panel make. Some older panels are replaced for insurance or reliability reasons, not capacity. See the older panels guide.

CCT 06When a load manager beats an upgrade

A service upgrade is not the only way to add a big load. For single dwellings, the load calculation under Rule 8-200 uses the nameplate rating of each load over 1,500 W.¹⁴ An EV charger whose setting can be changed without an electrician is counted at its maximum demand.¹⁵

An EV energy management system (EVEMS) or a load-limited charger can let a new load share an existing service without exceeding it. That can be cheaper than new ENMAX facilities. Calgary homeowners may not install EVEMS or EV-charging wiring themselves, so this is contractor work too.³ The EV charger cost guide covers the trade-off.

CCT 07Price trend and comparing quotes

Statistics Canada's electrical-trade index for Calgary single-detached houses was 109.1 in Q2 2026, compared with 108.9 a year earlier.¹⁶ That is a rise of 0.2%.¹⁶ It is an index of contractors' input costs on model buildings, not a price. It shows no sudden jump that would explain one quote being far above another.

To compare upgrade quotes, check each of these:

1. The new service size, and the make and number of spaces of the new panel.
2. Whether the meter base, mast and service conductors are replaced, and which ones.
3. Whether the ENMAX customer contribution is included or excluded.
4. Permit included, with the declared job value.
5. Grounding, bonding and any circuit repairs.
6. Exterior and drywall repair, and who does it.
7. How long the power will be off, and on which day.
