Heat pump electrical cost in Calgary

CCT 01What is published, and what is not

No federal, provincial or City body publishes a price for the electrical work behind a heat pump. NRCan says a 200 A service is normally required for an all-electric air-source or ground-source heat pump,¹ but it publishes no cost range for that work. The heat pump prices on installer websites are each company's own figures, usually bundling equipment, installation and electrical in a way that makes them hard to compare.

What does exist is a set of official parts: the City's permit formula, ENMAX's regulated charges if the service changes, Job Bank wage data, and Statistics Canada's electrical price index. This page adds them up in the order a contractor would.

CCT 02The parts of the electrical price

All heating, ventilating and air conditioning installations in new buildings and renovations need a mechanical permit,⁴ and the City lists central air conditioning as needing both electrical and mechanical permits.⁵ Check that both are in the quote, and which company holds each. CCT 03The permit, worked out

The City's contractor permit is a $112 processing fee plus $9.79 for every $1,000 of construction value, plus the Safety Codes Council levy of 4% with a $4.50 minimum.² Two hypothetical electrical job values, chosen only to show the arithmetic:

• $3,000 (a circuit and disconnect): 3 × $9.79 = $29.37. 4% of that is $1.17, so the $4.50 minimum applies. $112 + $29.37 + $4.50 = $145.87.
• $12,000 (circuits plus a service upgrade): 12 × $9.79 = $117.48. 4% of that is $4.70. $112 + $117.48 + $4.70 = $234.18.

These apply the 4% to the value-based fee, as the permit fees page explains; if the City also applies it to the $112, each total rises by at most $4.48. Either way, the permit is a small line. The costly permit mistake is timing: starting work before the permit is issued doubles the fee.²

CCT 04Circuit only, EMS, or a service upgrade

The biggest swing in electrical cost is which of three outcomes the load calculation gives:

1. The service has room. The job is the circuits, the disconnect, the permit and the inspection. This is common where a heat pump replaces an A/C and the gas furnace stays as backup.
2. The service is short, but close. The City names an energy management system as one of two options when a home cannot carry the added load: it shares the available capacity among the appliances.⁵ The EMS is extra equipment, but it can avoid the utility work below.
3. The service has to be upgraded. The whole cost stack in the panel upgrade cost guide is added, including ENMAX's side.

ENMAX's 2026 tariff sets the utility lines of an upgrade. A customer-requested temporary disconnect is free; re-energizing costs $166.00 an hour.³ A single-phase meter upgrade is $128.00 an hour plus materials and the meter.³ Work the customer needs outside weekdays 7:00 a.m. to 4:00 p.m. is $352.00 an hour.³ If ENMAX's own facilities change, the customer pays by formula, less ENMAX's investment of $3,168 per residential service toward new load.⁶ Over 200 A, ENMAX needs a CT metering request,⁷ and at 400 A or more the customer supplies the service cables.⁶ The ENMAX guide explains who owns what.

CCT 05The labour basis, and why a billed hour costs more

Job Bank reports that electricians in the Calgary region (NOC 72200) earn a median of $40.00 an hour, with a low of $24.00 and a high of $46.00.⁸ Those are employee wages. No public body publishes what contractors bill per hour in Alberta.

A billed rate is higher than a wage because it also carries payroll costs and benefits, the truck and tools, insurance, the master electrician and business licences, estimating and travel time that no customer pays for directly, warranty call-backs, and margin. Apprentices must be paid at least 50%, 60%, 70% and 80% of the journeyperson rate over their four periods,⁹ which is why a crew's blended cost differs from one journeyperson's. CCT 06The price trend

Statistics Canada's electrical-trade index for Calgary residential buildings was 109.9 in Q2 2026, against a 2023 base of 100.¹¹ It rose 0.6% in the year.¹¹ Across the 15-city composite the same index rose 2.0%, so Calgary's electrical costs are rising more slowly than the national figure.¹¹

The index measures what it costs contractors to build a set of model buildings, not what a heat pump circuit costs. It is useful for one question: if a quote from 2024 or 2025 seems stale, electrical construction costs in Calgary have not jumped enough to explain a large difference. A large gap between quotes today is about scope, not inflation.

CCT 07Rebates and financing as of September 2026

Most heat pump incentives that Calgary owners read about have closed:

• Canada Greener Homes Grant. Closed. December 31, 2025 was the last day to submit documents.¹²
• Canada Greener Homes Loan. Closed; no further applications can be approved.¹³
• Oil to Heat Pump Affordability. For homes heated with oil, which few Calgary homes are. July 31, 2026 was the last day to apply for Alberta residents.¹²
• Canada Greener Homes Affordability Program. No-cost retrofits for low-to-median-income households, delivered through provinces. Alberta was not among the participating provinces listed when this page was checked.¹⁴
• Calgary's Clean Energy Improvement Program. Finances up to 100% of eligible costs to $50,000 through the property tax bill,¹⁵ at an estimated fixed rate of 6.00% to 6.10%.¹⁵ The residential intake is closed until winter 2026/2027.¹⁵

The City's program data show how small the financed share has been: completed program homes with an air-source heat pump numbered 3 in 2023, 18 in 2024 and 29 in 2025.¹⁶ That is a financing-program subset, not a count of heat pumps in Calgary. Check each program's page before signing a contract that assumes a rebate.

CCT 08What moves the quote, and how to compare

The drivers of the electrical price, roughly in order of size:

• Backup heat. All-electric strips need large circuits and may force a service upgrade. Keeping the gas furnace as backup usually avoids both.
• Service capacity. Room to spare, an EMS, or an upgrade. Try the load calculator first.
• Panel spaces. A full panel may need a subpanel or a replacement even when capacity is fine.
• Distance and route from the panel to the outdoor unit and air handler, and whether walls and ceilings are finished.
• Winter timing. Calgary's January design temperature is −30 °C,¹⁷ so a service upgrade in a cold snap means planning hours without heat.

Ask every quote to state: the load calculation result; each circuit and its breaker; the disconnect; backup heat kW and staging; the EMS model if one is used; whether a service upgrade and the ENMAX contribution are included; both permits and who holds them; and patching. Quotes that answer those lines can be compared; a single bundled figure cannot. The hiring guide covers credentials and contracts.
