Electrical permits around Calgary

This is the short version. Sources for every cell are in the sections that follow, grouped by area. “Confirm” means the municipality’s pages do not publish that detail.

CCT 02North and east: Airdrie, Chestermere and Strathmore

Airdrie

The City of Airdrie issues electrical permits through its Building Inspections department and takes applications through myAIRDRIE.¹² Homeowners may pull permits for homes they own and occupy, but not for any part of a rental property.² From January 2026 a $100 fee is added to each homeowner-led permit.¹ Fees follow the City’s bylaw by job and size; a hot tub or air conditioner is $144 in 2026.³ Online inspection requests for the next business day close at 6 p.m.⁴ FortisAlberta holds the electricity distribution franchise.⁵ More detail is on the Airdrie area page.

Chestermere

The City of Chestermere has its own building and utility safety codes officers, electrical included.⁶ Its homeowner rule is tight: a registered owner can get a homeowner electrical permit only for their own property and only where the service is under 100 A. A contractor must give a master electrician certification number and hold a Chestermere business licence.⁷ Applications use the City’s electrical permit form, and payment is required before the permit is issued. The form carries the Safety Codes Council levy of $4.50 or 4%, to a $560 maximum.⁸ Inspection requests go by email to inspections@chestermere.ca with at least 2 to 3 business days’ notice.⁶ The electrical permit fee itself is not stated plainly on the pages reviewed, so confirm it with the City against its fee schedule.⁹ FortisAlberta is the distributor.¹⁰

Strathmore

Strathmore’s electrical application names the Town as the accredited municipality and includes a homeowner declaration: the owner lives there and does the work personally. Contractors give a master certification number. Work must start within 90 days and the permit expires in 1 year unless noted.¹¹ Forms go by email to development@strathmore.ca. The fee is based on the value of labour and materials or the number of fixtures, and the Town links its current fees from the same page. Inspections are done by Park Enterprises Ltd, and an inspector is in town two days a week, so book early.¹² Strathmore is on FortisAlberta’s 2026 franchise-fee list.¹³

CCT 03West: Cochrane and Canmore

Cochrane

The Town of Cochrane is accredited in the electrical discipline and issues its own permits.¹⁴ Applications go on the Town’s homeowner or contractor form by email to safety.codes@cochrane.ca; invoices and inspections run through its permit portal.¹⁵ The homeowner form limits owner permits to a service of 200 A or less at 300 V or less, in a home the owner lives in and does not rent out.¹⁶ In 2026 an electrical permit for a renovation, basement or detached garage is $90, and an EV charger or secondary suite is $100, plus the 4% levy.¹⁷ Inspections need two business days’ notice and no specific time can be booked.¹⁸ See the Cochrane area page for the full fee table.

Canmore

Canmore is the exception in this list. The Town is accredited only in the building discipline and cannot issue electrical permits; they must come from a third-party accredited agency.¹⁹ The Town points owners to the Safety Codes Council’s “where to get a permit” tool and notes that, in unaccredited areas, agencies provide inspection services on behalf of the Alberta Safety Codes Authority.²⁰ The Town does not name an agency, so homeowner eligibility, application steps and inspection booking depend on the agency you use. Canmore is also on FortisAlberta’s franchise-fee list.¹³

CCT 04South: Okotoks and High River

Okotoks

The Town of Okotoks takes safety codes permits, electrical included, through its online permit application form, and approved permits are emailed.²¹ Its pages call for an electrical permit for interior work in a detached garage, and for both building and electrical permits on solar PV.²¹ The Town’s fee calculator, at rates effective January 1, 2025, lists an electrical permit under its homeowner and contractor category.²² The Town does not publish homeowner eligibility conditions, so confirm with Permit Services at 403-995-6304.²³ Inspections are booked through the Town’s online inspection request form.²⁴

High River

High River’s Safety Codes team reviews and processes electrical permits. Since August 1, 2026, all subtrade permits are submitted through the Town’s CityWide e-permitting portal, and all inspection requests go through the portal’s Inspections tab. Electrical inspections are done on Tuesdays and Thursdays. General questions go to permits@highriver.ca.²⁵ The same page links a separate inspection information sheet for plumbing, electrical, gas and private sewage permits; read it before booking a rough-in.²⁵ No electrical fee or homeowner rule was published on the pages reviewed, so confirm both with the Town of High River.²⁵ Okotoks and High River are both on FortisAlberta’s franchise-fee list.¹³

CCT 05The counties: Rocky View and Foothills

Rocky View County

Rocky View County issues electrical permits as subtrade permits through its myBuild portal, and its safety codes officers inspect all trades and subtrades. Permits expire one year from issue.²⁶ Inspections are requested through myBuild at least three days before the preferred date. Requests after 2:00 p.m. are not scheduled for the next business day, and cancellations close at noon the day before.²⁷ The County does not issue business licences; certified trades may be asked for a copy of their certificate.²⁸ The 2026 Master Rates Bylaw prices residential electrical permits by developed area, including an attached garage. Under 1,500 sq ft, including hot tub connections and minor work, is $160. From 1,501 to 2,500 sq ft is $210, and from 2,501 to 5,000 sq ft is $285.²⁹ Homeowner eligibility is not set out on the pages reviewed; confirm with the County.²⁶

Foothills County

Foothills County’s Safety Codes Issuer handles building, plumbing, gas, septic and electrical enquiries.³⁰ Electrical inspections are required at rough-in and at final, and are requested by phone at 403-603-6216 or by faxed form. The page asks for two days’ notice in one place and three days in another, so plan on three. A 4% Safety Codes fee is added to permit fees, and the fee schedule is marked “coming soon”, so confirm the electrical fee with the County. Starting work before the permit costs 200% of the fee, or $500 plus 150%, whichever is less.³¹ Homeowner permits are not addressed.

Both counties appear in FortisAlberta’s 2026 municipal assessment rider, which covers its points of service there. The same tariff also refers to rural electrification association (REA) wire owners, so a rural property may be served by an REA instead.¹³ The wire owner is named on the electricity bill.

CCT 06How the rules differ from Calgary

The master electrician rule does not change: in Alberta, only master electricians certified by the Safety Codes Council can obtain electrical permits as contractors.³² Almost everything local does.

• Homeowner limits. Calgary bars homeowners from the main service, panel and meter base,³³ and from solar, batteries, EV charging and air-conditioning wiring.³³ Chestermere caps homeowner permits at a service under 100 A.⁷ Cochrane caps them at 200 A.¹⁶ Neither publishes Calgary’s job-by-job list, so ask before assuming a homeowner permit covers a charger or a panel.
• How fees are set. A Calgary contractor permit is $112 plus $9.79 per $1,000 of construction value.³⁴ Rocky View prices residential electrical by floor area, from $160,²⁹ Cochrane uses flat fees such as $90,¹⁷ and Strathmore uses value or fixture count.¹²
• The utility. ENMAX Power’s tariff applies across its Calgary service area.³⁵ Outside it, the wire owner is usually FortisAlberta, which takes upgrade requests through its My Account portal.³⁶ ENMAX’s disconnect and reconnect steps, in ENMAX service connections, do not apply.
• Licences. Airdrie and Chestermere require a contractor to hold their own business licence;²⁷ Rocky View issues none.²⁸
• Permit life. Calgary permits expire 330 days from issue.³⁷ Strathmore’s form requires a start within 90 days and sets a 1-year expiry.¹¹

For a panel or service upgrade, that means three tracks outside Calgary: the local permit, the FortisAlberta request and the retailer.

CCT 07Unaccredited areas and the province’s role

The Safety Codes Act requires contractors and homeowners to obtain permits before starting work it covers, wherever the property is.³⁸ Who issues the permit depends on accreditation. The Safety Codes Council accredits municipalities, agencies, corporations and regional services commissions to administer the Act, discipline by discipline. No organization is accredited in all disciplines, and some accredited municipalities contract accredited agencies to deliver the service.³⁹ Canmore (building only)¹⁹ and Strathmore (contracted inspections)¹² show both patterns.

Where no municipality administers a discipline, the Alberta Safety Codes Authority, a division of the Council, takes over. It serves the approximately 300,000 Albertans in unaccredited areas and contracts accredited agencies to issue permits and do inspections. ASCA says its permit fees are standardized, so the price is the same whichever agency you pick. It can be reached at 1.888.413.0099 ext. 2.⁴⁰
